J. Downing (born 1 May 1958; age 66) is an actor who played Kelso in the Star Trek: The Next Generation sixth season episode "The Quality of Life".

He has been married to actress Christina Carlisi since 1990 and they have one child. Downing is best known for his role as Agent Sherman Catlett in Viper (1996-1999, co-starring Dawn Stern on the first season).

Among his acting credits are films such as Ghoulies II (1987), Little Secrets (1991, with Cecily Adams, Catherine MacNeal and Jim Beaver), Robot Wars (1993, with stunts by Kenny Endoso and Jeff Imada), Shattered Mind (1996, with Brett Cullen, Richard Herd and Caroline Kava), and Hollywood Confidential (1997, with Christine Harnos).

He has guest starred in television series such as Mathnet (1987), Equal Justice (1991, with Cecily Adams, Jeff McCarthy, and Matt McKenzie), NYPD Blue (1995, with Gordon Clapp, Sharon Lawrence, Clayton Rohner, and Susanna Thompson), Coach (1996), JAG (1997 and 2000, with Steven Culp and Christopher Neame), and The Inside (2005).

Downing later appeared in episodes of Criminal Minds (2010, with Michael Welch), Law & Order: LA (2010), No Ordinary Family (2010, with Jimmy Bennett, Autumn Reeser, and Stephen Collins), Charlie's Angels (2011, with Victor Garber), Dexter (2012, with Billy Brown), and Hart of Dixie (2012, with Cress Williams) as well as in the comedy C'mon Man (2012, with Richard Tanner and Terryl Daluz).
