Cass Rimer was a criminal working for Tony Bressi and later Jigsaw when the latter overtook the former's criminal activities. He broke into the Pentagon and stole a primer that could light water on fire. They planned to sabotage the Gotham Reservoir Conduct, with his company being the only one able to repair Gotham's water storage system. Batman tacked down Rimer and interrogated him. Cass revealed his plan and he was able to stop the contamination of Gotham's water supply; however, when he returned to Kochman Building, Cass had escaped.[1]
