Makima is the main antagonist of the Chainsaw Man franchise.
She was the leader of the Public Safety Devil Hunter organization who takes Denji under her wing, giving him a happy life compared to the suffering that he endured during his childhood days. Initially acting as a helpful ally, she is later revealed to be a powerful and intelligent devil as old as the history of humanity known as the Control Devil who was feared by human beings for several centuries and several other nations, including the United States. She then proclaimed herself to be an admirer of the Chainsaw Man, the entity that was sealed in Denji's body, and planned to either be devoured by him or use his powers to eradicate all of the devils that have plagued humanity for years in order to bring a better world under her control.
She is voiced in Japanese by Tomori Kusunoki and by Suzie Yeung in the English dub.
Is the direct organizer of Part 1's events, with nearly every character one way or another being a pawn that she exploits taking advantage of their strengths and weaknesses to be the one who had been advancing no matter what was the outcome.
Is a tragic villain who herself had been raised through emotional exploitation by the government who lovelessly used her as a mere weapon for them to exact their supremacy, leading to her longing for a genuine familial connection with the others which she feels she will be able to achieve on her utopia which is her dream. This is demonstrated through her genuine admiration for dogs for loving her one-sidedly. Kishibe notes that Makima was only as ruthless because she was as ruthlessly raised when finding her reincarnation Nayuta, and even Pochita deep down does sympathize with Makima and wants Denji to help achieve her dream by raising Nayuta with love albeit far from as ruthless as Makima was.
This gives her a huge advantage over many villains like most of the non-humanoid, non-Fiend devils who are villains that lack any sort of redeeming qualities, the Yakuza members that include Debt Collector & his grandson Samurai Sword, who she performs an Eviler than Thou on, and her purely evil rival, Santa Claus, who serves as a darker foil that is an even bigger sadist than Makima who also has her own, even more disgusting niche while lacking anything remotely redeeming about her at all.
This is also further implied when we see that the former minister of finance Tadashi Hasegawa has no problems sacrificing 10,000 children so that the Aging Devil can be erased by the Chainsaw Man, confirming that the people who raised her were monsters who caused her to have her twisted thinking. Meanwhile Nayuta was given the love she craved from Denji and so even if not the best, has become far better than Makima because of Denji's presence.
While ruthless and factoring in her own personal, subjective biases, she is a genuine well-intentioned extremist who wants to create a utopia when the world is under her control, where the innumerable flaws she believes the world has are fixed using the Chainsaw Devil by convincing or controlling the Chainsaw Devil to join her crusade and use his abilities to delete concepts from reality.
Most of her kills, such as Aki and Power, aren't out of sadism but according to her plan to negate Denji's contract with Pochita, which asked him to lead a good and peaceful life, so that he could be free to rain chaos (as she believed).
Through her contract with the Prime Minister, she is essentially immortal with any sort of fatal hit she can transfer to a random Japanese citizen, most of who were displayed to have been convicts, in the form of illness or accidents.
Recruits Denji to her Public Safety Division under promises of food and residence to keep a closer watch on him.
Despite threatening to kill him if he refused to join her, it was a lie as she was a fan of Chainsaw Man.
Teamed Denji up with Aki Hayakawa, a Devil Hunter who fiercely hates Devils due to the Gun Devil's attack, and Power, the Blood Fiend to lower Denji's guard and to use them to (according to the Government) retrieve the Gun Devil's part for Japan, but actually to traumatize Denji into accepting her plans.
Having either been the one that hired Akane Sawatari or simply anticipating her attack, she uses her as her pawn to weaken the Divisions of Public Safety to strengthen her control over the Division.
When Sawatari ends up attacking her, Makima mops the floor with her assassins effortlessly, and with the names she gets from the Yakuza, uses a ritual to decimate Sawatari's team.
Having approached the Yakuza, when they smugly refuse her demands for the names of all Sawatari hired for her operation by self-righteously proclaiming themselves 'a necessary evil', Makima performs an Eviler than Thou on them and forces the Yakuza leaders to cow down to her while she shows who the real necessary evil is and rightfully mocks them for being cheap imitations using excuses to commit their crimes.
Has frequently strengthened her control over the lives of Denji and the fiends and clears out any potential wrinkle such as when Denji's other love interest, Reze's existence prompts Denji to consider running away from Public Safety.
She kills Reze when she realized she is becoming a huge spanner in her goals to ruin Denji's life, even making sure Denji never found out she was there to run away with him.
Having anticipated the arrival of a wave of dangerous international assassins out for Denji, Makima has multiple bodyguards present to successfully protect her most prized asset while dealing with her rival in ambitions for world domination, the purely evil Santa Claus.
By taking control of animals such as rats and birds, she was able to bug nearly all of Japan to force all of her enemies to a corner.
Upon the Gun Devil's arrival, she uses the abilities of all the Devils & Fiends, as well as of all the humans & the contracts with other Devils they possess, that were all under her control to strategically defeat one of the most powerful devils on Earth, the Gun Devil by transforming him into the Gun Fiend, even being able to exploit the contracts of deceased humans like Sawatari, Yutaro Kurose and Michiko Tendo, while tipping Denji on the Gun Fiend's arrival to manipulate him into killing the Fiend for good.
Can manipulate Denji to fully take control over her, and break his contract with Pochita despite admitting how hard the task was due to how content Denji was even with the terrible life he had forced to work for the Yakuza.
Ran a propaganda displaying Chainsaw Man as a hero. Although Denji thought she did it out of gratefulness, she was doing this so that humans would fear chainsaws less and less, biding her time that the Chainsaw Man would become weak enough for her plan.
Using the Chainsaw Devil, Pochita, as her ace in her sleeve, she thwarts an otherwise brilliant trap by Kishibe.
Has a skewed admiration for Pochita as a worthy enemy due to being her uncontrolled polar opposite who is the only one immune to her powers, and so enwraps him in a Xanatos Gambit, in which she either takes control over him for his goals or he joins her, or that Pochita devours her instead, either way succeeding in building some sort of connection to her and winning either way.
Can defeat Pochita in a fair fight, and then resurrect him due to her being skeptical of her worthy enemy being able to be taken down so easily.
Is such a tight planner that Makima was nearing total victory over her ambitions, Denji was only able to defeat her through an unexpected ambush by taking a huge gamble on if she did memorize his scent, as Power reviving herself using the blood loaned to Denji which Makima couldn't predict.
While her death may not be the best due to Denji cutting and eating up Makima, Makima still tried to prevent it by doing her best to reform, only unable to do so due to Power's blood. And then some dignity is reformed when she reincarnates to Nayuta, which the story portrays as Denji giving Makima a second chance in life by preventing Nayuta successor from being as bad as Makima was by raising her with affection.
What Makes Her a Baddie?[]
Sacrificing or endangering countless lives as collateral damage to further her plans, with loads of people having been harmed when whatever hit dealt to her is transferred to a random Japanese citizen as an illness or accident as a result of her contract.
Has Angel Devil use his powers to wipe out the village that raised him to test the full effectiveness of his powers.
While she trumped the Yakuza and gave them deserved karma for their atrocities, for that she had an eye removed from their loved ones, who were probably innocent, to intimidate them into giving her the information she needed.
Was heavily implied to be the one that hired Akane Sawatari for her terrorist attack, or is at the least confirmed to have known Sawatari's plans and allowed her attack, to sabotage Public Safety to strengthen her control over it.
Kills Reze when Denji plans on running away with her to strengthen her control over Denji's life, before placing her under her control.
Mocks Quanxi as a corpse when she surrenders herself for her Fiend girlfriend's safety and kills them all to absorb their powers for her to control.
Emotionally exploits a vulnerable teenager like Denji, building his happiness to only tear it down and make him suffer so that she can break his will and thus his contract with Pochita, and to do so she turns his brother figure (Aki) into the Gun Fiend and forces Denji to kill him to save numerous innocents, or killing his sister figure (Power) in front of him and laughing while revealing the truth that he killed his abusive father to further gaslight Denji.
Mocking and insulting Denji (who is, in reality, Pochita) that he is unworthy of being Chainsawman during their final showdown just because she couldn't accept the fact that he voluntarily gave back his body to him, also part of the reason why she resurrected "Denji" in their showdown was to humiliate him by being killed by the one he loves.
Sought to use the Chainsaw Devil to erase devils all across the world as well as the concepts of fear they embody to rid the world of things she feels the world is better off in her own subjective opinion, as she enforces a totalitarian rule to the entire world, not caring about the impact to life once the respective devils associated with them got erased (including bad movies), even planning to erase her sisters War, Hunger and Death.
