I would like to share with you the outputs of the Wikimedia Foundation
Affiliate Strategy process [1], and to invite you to give feedback on the
proposed changes to requirements for all affiliates & to user groups
recognition process (more below).
The 2017 Strategic Direction
<https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2017> says
that we, the Wikimedia Movement, would build “the services and structures
that enable others to … advance our world by collecting knowledge that
fully represents human diversity” while carrying on “our mission of
developing content”. As Wikimedia affiliates are a key and integral part of
the Wikimedia movement and have knowledge and expertise to share, the
movement’s success depends greatly on affiliates as they help people join
us in doing mission-aligned work. The Wikimedia Foundation Affiliates
Strategy report [2] identified a need to streamline the role of the
Affiliations Committee (AffCom) on recognition of Wikimedia Affiliates, and
identified issues with the current state of the process.
After conversations with AffCom, the Board liaisons to AffCom identified
two areas for improvement. These areas are about the relevant work and
mandate of the Board related to affiliate recognition:
1) requirements for affiliates; and
2) improving the workflows around the process for the creation and
recognition of a user group.
The proposal on Meta [3] is suggesting to change the requirements for all
existing Wikimedia affiliates, not just the legal entities. There are ten
proposed criteria for a healthy affiliate. Examples include focusing on
continuity by being an active group and welcoming new users, having good
governance, and actively delivering on mission goals. Compliance with these
requirements would be self-reported by the affiliates. The Board liaisons
will work with the Affiliations Committee to publish a resolution outlining
how affiliates would be expected to fulfill these requirements to remain in
good standing.
Throughout the Wikimedia Foundation Affiliate Strategy process, there was
also feedback about user groups. Initially, user groups were meant as a
first step toward creating chapters or thematic organizations. Over the
years, user groups have evolved and there are now legally incorporated user
groups, user groups with boards, etc. Getting started does need to be easy,
but also needs to make sense, and so there is a proposal for changes to the
current workflow. The recommendations [3] include an outline of the
sequential steps of a revised process.
The feedback can be given from today up till March 20, 2024 (Anywhere on
Earth). Hopefully a fairly long feedback period will allow affiliates to
consult with their membership, thinking it through practically.

I'm happy to announce that Wikimedia is participating in Round 29 of the
Outreachy program https://www.outreachy.org/ [1] that runs from December
2024 through March 2025! The deadline to submit projects on the Outreachy
website is September 11, 2024 at 4pm UTC and the project list will be
finalized by September 18, 2024.
We are currently gathering a list of interesting project ideas. If you have
some ideas for coding or non-coding (design, documentation, translation,
outreach, research) projects, please share them on this task:

*About the Outreachy Program*
Outreachy is a paid, remote three-month internship program. Outreachy's
goal is to support people from groups underrepresented in tech. We help
newcomers to free software and open source make their first contributions
in Free and Open Source Software (FOSS), coding, and non-coding projects
with experienced mentors.
These internships run twice a year–from May to August and December to
March. Interns are paid a stipend of USD 7000 for the three months of work.
Outreachy internship projects may include programming, user experience,
documentation, illustration, graphical design, or data science. Interns
often find employment after their internship with Outreachy sponsors or in
jobs that use the skills they learned during their internship.
Outreachy is open to applicants around the world and the program is open to
both students and non-students; complete eligibility rules

invites the following people to apply:
- Women (both cis and trans), trans men, non-binary people, and
genderqueer people.
- Anyone who faces under-representation, systematic bias, or

who are Black/African American, Hispanic/Latin@, Native
American/American Indian, Alaska Native, Native Hawaiian, or Pacific
Islander.
*Tips for mentors for proposing projects*
As a mentor, you will engage with potential candidates in the application
period during October and help them make small contributions to your
project. You will work more closely with the accepted candidates during the
internship period from December through March.
Each mentor will need to submit an intern project proposal:

proposal will then be reviewed and approved by the FOSS community
coordinators. Additional co-mentors for the intern project will be able to
sign up for the project after it has been approved by the community

This is our last communication as the Movement Charter Drafting Committee.
The committee will dissolve today, August 30, 2024. We will take this
opportunity to share our recommendations for the next steps concerning the
Movement Charter work.
We want to start our recommendations for next steps by encouraging everyone
to keep working on Recommendation #4 Ensure Equity in Decision-Making
<https://meta.wikimedia.org/wiki/Special:MyLanguage/Movement_Strategy/Recomm…>(1);
we don’t need a “Movement Charter Drafting Committee” for this. It was
clear in our conversations at Wikimania that you are passionate about
governance and strategy, and you desire to move forward together.
Simultaneously, we encourage the Wikimedia Foundation to take a more
participatory and collaborative approach to Recommendation #4. The project
contributors and the affiliates are two stakeholders in the movement; the
Wikimedia Foundation is another. We need all three stakeholders to
interdependently work together as equals to create a more equitable
movement.
Regarding the three pilots from the Board’s resolution appendix
In the WMF Board’s resolution on 8 July 2024

they included three WMF-led pilot proposals that mirrored three of the
functions that were assigned to the Global Council in the final text. We
are encouraged by this alignment, and we view the proposal to test the
functions in time-bound experiments to be a step in the right direction.
However, we implore the Board to be bold and brave, and engage with and
directly involve the movement to co-create and design together – affiliates
and project contributors alike – in order to take these experiments
forward. It is contrary to the principles of equity & empowerment

and inclusivity & participation decision-making
<https://meta.wikimedia.org/wiki/Movement_Strategy/Principles#Inclusivity_&_…>(4)
for WMF to be the sole decision-maker on how these pilots are conducted and
if they are successful.
A core function of the proposed Global Council – future strategic planning
for the wider movement – is not addressed by the three pilots. This should
not be left behind in our changing world, and would be an appropriate field
for community-led collaborations. As such, we recommend and encourage
another pilot to be initiated by any interested stakeholders to fill this
strategic gap.
Additional recommendations
We are pleased by the update

from Maryana reaffirming WMF’s commitment to a charter for the movement.
However, for any subsequent process to draft a Movement Charter or set up a
new governance structure to succeed in the future, we believe the following
things need to be resolved:

With the WMF Board Governance Committee stepping in to support the path
forward for a charter, we recommend that WMF clearly share their ideas for
a movement charter – what is the purpose of a charter? Who would it serve?
What should it look like?

The initial idea of a Global Council was put forward already about 20
years ago <https://meta.wikimedia.org/wiki/Wikicouncil>(6), yet so far,
there has not been a clear alignment across the movement to take this idea
to action. Before the MCDC started their work, there had not been a
movement-wide effort to align on what problem in our movement governance
this additional structure would solve. We therefore recommend that all
stakeholders – project contributors, affiliates, and WMF – clearly share
whether or not they support the creation of a new governance structure and
the addition of a new body like a Global Council. And if yes, their vision
of it – what are the problems and needs this new body would address? Only
after we have alignment can we take the next steps of deciding on its
structure, responsibilities and composition.

We recommend a review and an update to the Board liaison model to
provide more clarity on what the role and responsibilities of liaisons are,
how they interact with the committee they’re on, and what effectiveness
looks like. This should be addressed for both committees with a limited
mandate (e.g. MCDC) and committees with a continuing purpose (e.g.
Affiliations Committee).

We heard from the Board liaisons

that the movement values needed to be validated by the entire Wikimedia
Movement through a separate process. We therefore recommend that the WMF
initiates or explicitly endorses a movement-wide process to validate the
Wikimedia movement’s values.
Farewell
As we say farewell to you as the Movement Charter Drafting Committee, we
want to leave you with this: the process of drafting a charter for, with
and by the Wikimedia Movement has been an exhilarating journey. At times,
we were overwhelmed by the intensity of interactions with the movement.
From time to time, it felt like the feedback loops were never concluded and
different stakeholders kept trying to intervene and give their feedback.
Yet, this was probably the manifestation of the devotion in our movement to
get things right together. Our committee was a microcosm of the larger
movement: we represented different experiences and beliefs, we discussed
and debated different approaches and proposals, and in the end, we made
compromises to try to meet in the middle. We have learned a lot as
individuals and as a committee, and we hope you too have learned something
new during this process. Thank you again for your engagement and support
during these past few years.

We have published a new draft text of WMF legal policy discussing the
use of its APIs. The full page is available on Meta.[1]
We are currently looking for feedback on this draft text, and you're
welcome to express your considerations on the text's talk page.[2]
This new document would be published at "API usage guidelines" on the
Foundation wiki, unless community comments suggest the text should be
appended on an existing page (for example, the User-Agent policy
page),[3] or a different wiki.
This page is available for community comment for a period of at least
two weeks or until new comments, questions, and suggestions have
concluded.
