Alva Tate is the mother of repeat offender Leon Tate, who never forgave his criminal record she never blamed him for. Instead, she believed the police wrongfully harassed and sentenced him and the girls he sexually abused, who she believed either consented or lied about their ages.
When Leon was being trailed for the rapes and murders committed by Malik Harris, he eventually killed himself with a heroin overdose. Alva was devastated and furious with the detectives, blaming them for pushing Leon to suicide and planning to file a lawsuit. It's unknown if she was ever successful. (SVU: "Rooftop")
