Jacket also known as The Mask Maniac is one of the main characters of the Hotline Miami series, serving as the protagonist of the first game and the overarching protagonist of the second game, as well as a playable character in the game's level editor.
Originally part of a US special forces unit known as the Ghost Wolves during the Hawaiian Conflict, Jacket eventually signs up for a patriotic movement known as 50 Blessings three years after the death of his best friend and comrade, Nicke. Soon after, through strange phone calls left on his answering machine, Jacket takes on several jobs which involve killing many criminals tied to the Russian Mafia and donning several animal masks along the way, all while seemingly losing his grip on reality.
Completed many contracts tasked before him which involved in killing more than a dozen of Russian mobsters, and most of the time in violent ways.
Killed a homeless man in an alley (while technically in self defense, it likely could have been avoided).
Despite being mute, Richard describes him to enjoy hurting other people, which gives him a sadistic and sociopathic personality.
Brutally killed a perverted movie producer by gouging his eyes out, although he pretty mush deserved it for sexually abusing (and raping) the Girl.
Went to PhoneHom building under the Janitors' orders and fought off Biker here, although the outcome of the fight is unknown since both opponent die in each point of the view of the protagonists.
After waking from his coma he slaughters a police station just so he could get to Richter and avenge his girlfriend's death.
Went to the mafia headquarters and killed everyone inside, including the Father and the Grandfather, nearly taking down the whole organization and putting it into jeopardy, and so going farer that what the Janitors originally expected of him, leaving the Son and his bodyguards as sole survivors.
He is arguably the most murderous and infamous 50 Blessings hitman and has the highest kill count than any protagonist in the series. His actions also influenced the Fans and Manny Pardo for their murder sprees to be as infamous as him.
What Makes Him Inconsistent?[]
He is really tragic and is an anti-villain doubled by a villainy by proxy, as he lost his best friend in war and blamed the Russians for it and had a lot of insecurities about himself. 50 Blessings made him a monster and even after his victory, he just couldn't find any form of happiness and relief in his life.
He genuinely cared and respected his friend Nicke for saving his life.
He was implied to have fallen in love with the Girl and wanted to avenge her death.
He spared Richter and forgave him for killing his girlfriend after finding out 50 Blessings forced him to do it.
He generally appears to be mentally unstable, likely suffering from PTSD and depression and possibly more.
His mute (exclusively from the player’s perspective, he is not mute in universe) nature makes a lot of aspects to his character difficult to pinpoint.

His Payday 2 incarnation doesn't qualify as IH, as he comes from a different universe and has a different background.
