Hayashi Ryuuzan (林 流山) was an inventor who founded the Fuyou Project. He is also the creator of Tama.

Hayashi Ryuuzan was an inventor who headed the Hayashi Research Facility, and was considered an honoured authority in the field of robotics. He pioneered the popular Robot Housekeeper Etsuko-chan series.
Professor Hayashi was also the father of Hayashi Fuyou, which was the reason for the creation of the Fuyou Project that was responsible for Tama's creation.
He was murdered shortly before the Yorozuya found Tama's head in their rubbish pit, prompting a large-scale recalling and destroying of all Robot Housekeepers, leading to the events in Fuyou Arc.

Knowing that his daughter may not live long, Professor Hayashi conducted experiments on his own sickly daughter to extract her personality data, which eventually hastened her death.[1]
Devastated by the death of his daughter Hayashi Fuyou, widower Hayashi Ryuuzan devoted his life to 'resurrecting' his daughter by extracting her personality data and injecting it into robots. Considered a genius scientist by the community, he plotted his own 'death' to turn into a robot himself, i.e. No.502.[2]
Hiraga Gengai, the other inventor genius in Edo, said that their philosophies towards machines are the exact opposite. He said Professor Hayashi's creations are beautiful and intricate, whereas his machines are crude and ugly.
