A Jack of All Stats is a character who is good at everything, but the best at nothing. In terms of kart racing, it is a character or vehicle that has average stats across the board.
Jacks of All Stats are the baseline to get the hang of the controls, since they lack the extremes that may trip up a novice. They are also a decent pick for advanced players who want to exploit an enemy's weakness regardless of what said weakness may be.
