Roginald is Barbara Pewterschmidt's ex-fiancé in "Welcome Back, Carter".
They met after Barbara tried moving on from Carter Pewterschmidt, her boyfriend at the time, who she presumed to be killed during the war with Alaska. Even when he proposed, Barbara was still in love with Carter. During a ball, Pewterschmidt showed up and Barbara left Roginald for him. Almost half a century later, Barbara was considering divorcing Carter, and Roginald took advantage of the situation by attempting to woo her back, presumably after receiving a call from her. When Carter's attempts to get back with her were a success, Roginald was left heartbroken once again. He hates foul language and he faints when Peter says the word "penis".
