It is a form of Dragon Slayer Magic that allows its user to generate, manipulate, and presumably consume (like other forms of Dragon Slayer Magic) the element in question, which in this case is lightning.[1] Users of this particular style are able to compress and distort the atmosphere with this magic, allowing them to move lightning-based attacks from others and perform quick, nearly invisible, attacks.[2]
