Adhara's battalion was probably constructed by Adhara and her soldiers during her exile from Lireo. She used this while she attempted to steal the Inang Brilyante from Cassiopea.

Story
The Four Gems Arc
Long ago, Adhara and her soldiers raided Cassiopea's Island using these airships and naval ships in order to get the Inang Brilyante, but Cassiopea used it against Adhara and her battalion, which obliterated the latter.
Etheria-New Keepers Arc
The airships in the background and Adhara’s airships look the same.
When the New Etherians raid the tribe of Punjabwe, airships can be seen in the background of that scene. They look similar to Adhara’s. It could be that Adhara stole or borrowed those from the Punjabweans, the Punjabweans could have not stole it from Adhara as her battallion did not survive the blow from Cassiopea.
