Rise of the Cybermen é o quinto episódio da segunda temporada da série nova de Doctor Who. É a primeira parte de uma história de duas partes. A história contou com a primeira aparição televisiva, que se repete durante a segunda e quarta temporada, de uma Terra paralela, juntamente com os referidos Cybermen deste universo. Tardisode 5 serviu como prólogo do episódio, insinuando o retorno do Cybermen, com alusões adicionais para a presença de uma resistência de combate à Cyber-ameaça.
O escritor chefe Russell T Davies decidiu que faria "pouco sentido" que quando um inimigo cyborg fosse inevitavelmente encontrar o Doctor, os escritores tivessem de inventar toda uma nova raça cyborg quando os Cybermen já era um "sucesso estabelecido". No entanto, Davies, que estava ciente que os Cybermen que se originaram no universo do Doctor tinham ganhado uma história de fundo complicada em hustórias anteriores, decidiu contra a construção em tal história de fundo. Em vez disso, ele optou por incluir a sua criação em um universo paralelo. Davies sentiu que os "medos originais de 1960" de substituição de órgãos não eram tão relevante para o século 21. Ele queria se concentrar no fato de que a atualização de um ser humano em um Cyberman concedia imortalidade tornando-os "uniforme e sem emoção". (DWMSE 14)
