It is a weapons store located next to Package Force in Ingleton. This warehouse full of guns and other weapons will be locked and inaccessible until Nick Ramos has completed the side mission Speed Freak during Chapter 4.
By completing the mission, a survivor named Derek will unlock the warehouse and it will be available for use. If the side mission isn't completed, the store never becomes accessible.
