Description states "Photo courtesy Lockheed Martin". "Courtesy photo" in the world of publishing generally means this is an image which a photographer has allowed an organisation to use. It does not equate to the photographer being an employee of the US Govt, nor does it mean that the US Govt has the right to publish it with terms that equate to being in the public domain. The permissions, rather the entire ticket seems badly handled. I can't find any permissions from the copyright holder rather a forwarded statement from DVIDS that "all content - even those listed as 'Courtesy' are public domain and available for anyone to use.
