Invalid public domain licence tag. I believe that the United Artists (UA) (a successor to the Associated Artists Productions (AAP)) renewed the original copyright for the short in 1967 (renewal registration identifier: R408958), so it won't enter the public domain soon for 95 years until the first day of January 2035.
