* Modifying [[Commons:About|Wikimedia Commons]]' basic principle that: “Only free content is allowed”, for example to allow “fair use” (see [[Commons:Fair use]]).<ref>Note that Commons is explicitly forbidden from creating an [[meta:EDP|Exemption Doctrine Policy]] (required to permit fair use) under the [[:en:Wikimedia Foundation|Wikimedia Foundation]]'s [http://wikimediafoundation.org/wiki/Resolution:Licensing_policy licensing resolution]: “with the exception of Wikimedia Commons, each project community may develop and adopt an EDP.” At the top it notes: “[This resolution] may not be circumvented, eroded, or ignored by local policies.” Unless the Board changes its mind, we simply cannot do this.</ref>
