Shelley "Binky" Barnes is a character from the Arthur storybooks by Marc Brown and the PBS television series based on them. He is a nine year old male bulldog with an interest in wrestling, classical music, and cycling. He goes to Lakewood Elementary School and used to be Arthur's bully, but he reformed over time. Despite his reputation as the school bully, he has never hit anyone at all and only acts tough because nobody listens to him as revealed in the season one episode "Bully for Binky". Season nine's "Binky Goes Nuts" revealed that he is allergic to nuts despite having nut-related food in previous seasons. In season eleven's "Big Brother Binky", he and his parents travel to China to adopt a baby girl named Mei Lin. The animated series also implied that Binky was held back a year in third grade, although not much was known why.
In Arthur's Perfect Christmas, Binky reveals that every Christmas he helps his mother make food for the homeless. Throughout the special, he's shown to be forgetting something important to the food he makes such as shelling the pecans for pecan pie, putting sugar in brownies, and peeling bananas for banana bread. At the end of the special, he serves cookies for the homeless people and it was secretly revealed that they were store bought.
