Effisia Bell is the Last Governess to Christopher Chant, who literally named her "The Last Governess." She was arrested along with Mordechai Roberts for whom she was playing music while he spirit traveld across the Related Worlds. She mentioned the Felperin brothers to Mordechai who turned around and exposed them to the police. It is not clear whether or not the Felperin's were involved in Ralph Argent's smuggling scheme.
