General Shepherd could be seen as a part of Task Force 141, the Rangers, Shadow Company and even US Government possibly.
Can we all decide on one place to have him, instead of two places like it is at the moment (Ranger + SC)
PS: Before people cry and say 'he is an important part of both' - using that logic we should add a Terrorist section for Price and Soap... they aren't always in TF141

Missing Characters/ Wrong Characters[]
The High Value Individual should be in the Miscellaneous section
Warhorse 5-1 isn't a character, rather the callsign for a Pave Low.
Despite the fact that Nikolai helps TF141 out, he is NOT a part of their crew. His affiliation though is one of the biggest plot holes I've seen... (some Russian who just happens to be hanging in Rio with his Pave Low at the right time, and then in Afghanistan when things go south there as well... please someone help me work out wtf he is haha)

- Updated... Disciple, Butcher and Carnival are all ' ' ' units ' ' ' not characters. May I suggest we create a new template with units? Such as Sniper Team One, Hunter Two Six.... and the SC units?
