A Bystander (傍観者 Bōkansha, localized as Observer[1]) is a being outside of reason who can watch what happens in the whole world at any time, but cannot interfere. Any interaction in events results in losing some of their powers. In the world, there must be at least one Bystander, and another is chosen if something happens to the last one. It is unknown who can become a Bystander and how – Nine says about the world choosing the one.[2]

- Rachel Alucard – successor of Clavis; after interfering in the world, she no longer can use the magic.
- Amane Nishiki – successor of Rachel, who restarted the Takamagahara system; considered being the Perfect Bystander.
