Theory - its not Pixie Dust :[]

'Salts' contain  Deuterium and Tritium required to power the Fusion energized mitochondria the 'Vigors' have placed in users cells (way future techniology from a 'Tear' of course), to supply the energies required by the various Vigor 'powers'.

Hence that odd blue-ish glow of the fluid  ( http://en.wikipedia.org/wiki/Cherenkov_radiation )

That, or Liquid Tesla Coils (all powered by quantum purring cats instead of 'strings')  It all makes sense now....

Salts all over the place but nobody really uses it ??[]

Again the general availability of Vigors (even to assembly lines at Fink's Factory making them), but so little evidence of ordinary people using them.   I suppose that there could be more minor uses (like the consumer Plasmids in Rapture),  but there there is little sign of THOSE being advertised/sold or being seen used in the game.

With all the quaint 'normal scenes' (at least early in the game) they had plenty of opportunity to show it (unlike post-fall Rapture).  There didnt seem to be any prohibition of their use, quite to the contrary.

Possible where Salts/Vigors come from.[]

Could this be where Salt/Vigors come from:

Initially marketed as "Urine of the Gods" with a matching yellow glowing color, it didnt catch on.  Possibly deployment via enema had something to do with it, which also hampered Vigor sales.  Then Fink recently came up with the 'drinkable' version, and a rebranding and change of coloring to distance itself from its previous incarnation.   Minty fresh taste was added after consumers still complained it tasted a bit like urine.  Disgusting but true.   It takes 3 kilowatt hours to generate one full dose of 'Salts'.Re

Salts - what justification for all these Infinite BS references IN Rapture ??[]

This is in direct opposition to entire body of what happened in BS1/BS2/MP.   Couldnt they have simply called/labeled it EVE??

Yeah,  Right, Levine  this is Rapture "prime'   (what a load of...)

There comes a point when the original authors no longer really control whats 'canon' any more :

It was a time/resources issue. Instead of going to the trouble of designing an EVE Hypo, they put in a Salts phial and renamed it "EVE." It seems less like it was a conscious decision and more a cop out.

Easier to do all new scenery than to convert at least out old Rapture objects (vending machines/injectors/plasmid bottles/etc...   Scripting (new system) and the testing may have been a big issue for them to borrow those intact with all the Infinite style player interfaces.    How tight their schedule and costs were so that they had to cut corners also -- DLC efforts vary and the company closing may have been looming and impacting work also.
