The cerebral inhibitor, also known as the MAD 2.0, is a device created to use against Clifford DeVoe.
History[]
At some point, the inhibitor was created to stop the Thinker by going into his mind.[1]
When Team Flash was trying to "exorcise" Thawne from Harrison Nash Wells's body, they chose to use the inhibitor to get into Nash's mind.[1]
Alexa Rivera used the inhibitor in order to communicate better with Fuerza so that Team Flash could stop Psych.[2]
