Manchester Black is the leader of the Elite, although his superhero methods were questionable, because they killed the villains, something that other characters would never do. And one of his appearance, appeared as an enemy of Superman, and then as an ally of the Justice League.

Manchester Black led his group to the United States and started killing criminals as a form of Justice for his cruel acts, until he caught the attention of Superman because of his actions. He suffered many abuses as a child both physically and sexually by his parents. Afterwards, Black was shoocked when he though that Superman had adopted the same tactic as him and the Elite. However, Black soon reveals that the rest of the Elite was unsconscious and that he had removed nothing from Black's brain. He also says that he would never do that and that murdering opponents does not make a hero better than his own enemies. Furious, Black then tells him not to kill him, the responsabilities become his own, and that Black as long as he was alive, he would hunt him down wherever he was Superman then calmly replies that he would not want it at all, and dreams what he gave Earth is makes him want to live.
While Black was in custody, he would later join the government of Lex Luthor as a member of the Suicide Squad along with others villains such as Plasmus, Chemo and Shrapnel on a mission to stop Doomsday. During the war. Black mentally controlled dozens of supervillains to discover the identity of Superman that he achieves in the end. However, he reedems himself, and feels remorse to the point that the supervillains forget Superman's identity and then he uses his telekinetic powers to commit suicide.
