A skirt is a tube- or cone-shaped piece of clothing that hangs from the waist and covers the legs partially or entirely. Skirts are most often regarded as garments for women, but many exceptions exist, such as the kilt worn by men in Scotland and Ireland; additionally, in recent years, groups have advocated for skirts to be universally used by men and women alike. In anime, skirts are almost always worn by women, generally as a part of a school uniform or workplace garments, and one will hardly ever find a man wearing one unless he is cross-dressing. Skirts that go below the knee are generally associated with strict rule sets and at times with winter, although even in the coldest of winters it is not entirely uncommon to see anime schoolgirls in miniskirts, even more so if the school uniform rules so dictate.
