Hen-Mother Hami spawns at [76.3, 52.2] flies around The Pilgrim's Road south of Aruuna's Desolation in east-central Talador and is accompanied by four Hen Chicks.
The first time you defeat her, she'll drop some 
[Garrison Resources] and the "previously worn" 
[Hami Down Cloak]. The name being a word play on the term hand-me-down clothes.
