"Amidst the Chaos" is the eleventh chapter of Act One in A Shadow Falls.

Inside a United States Air Force base, two officers are behind their monitors to observe and assess the chaotic situation occurring in the country. According to the officers, the Black Moon that activated damaged and affected seven parts of the city. In addition, the USAF lost all communications with those areas. Behind the officers, General Byron Taylor deduced that a magnetic pulse had caused the explosion. He also wonders who could have such advance technology that can cover a vast range.
Moments later, Guile enters the base and looks at the screens. He guesses that the entire incident(s) have something to do with the case of the missing hackers; which needs verification. Guile's appearance makes General Taylor chuckle, commenting on how it's scary that he shows up at the right time. Byron turns to Guile and assigns him a mission: to go to New York determine if there is a connection between the missing hackers and the Black Moons. Besides Guile, a woman volunteers herself to come along. As the emergency generators turns on, Guile acknowledges his partner, Chun-Li.

- This is Guile's, and Chun-Li's first appearance in A Shadow Falls.
- However, Guile doesn't become until playable in Act Three. Chun-Li, on the other hand, becomes playable in Act Five.
Scene 1
[United States Air Force officers, David and Joe, are analyzing the situation, supervised by a high-ranking officer, a black, rugged-looking man. The screen the officers are working on shows a map with spikes of activity in plenty of places, most of them close together.]
David: No estimate on recovering power!
Joe: The Black Moon went off over a wide area, damaging these seven parts of the city. As a result, we've lost all communications in those areas.
Byron Taylor: This is a magnetic pulse caused by a high-altitude explosion... But who would have such advanced technology to cover this wide of a range?
[A man with a United States flag tattoo on his biceps walks into the room.]
Guile: Maybe it's related to the missing hackers incident. But we would need to verify.
Byron Taylor: Heh. You always show up with such perfect timing. It's almost scary.
[The General turns to Guile]
Byron Taylor: Your mission is to go to New York and determine if there is any connection to the missing hackers.
Chun-Li: I'm coming with you, Guile. Alright?
David: Generators coming on!
[As if on cue, the owner of the voice steps out of the shadows, and Guile recognizes her as a familiar face.]
Guile: Much appreciated. Chun-Li.
Chun-Li: Hmph. It's my pleasure.
