Barry C. is the owner of Hotlantis, (confirmed in Splatoon 3 Sunken Scroll 17 and when finishing the in-game catalog by Harmony) not much is known about them however they are known to rarely be in Hotlantis to the point they hired Harmony to run the store in their absence.
They seem to vanish to retrieve stock frequently and appear very bubbly using Kaomojis frequently in their writing. It also appears they don't know the layout of their own store.
