Howard Moxon (also known as "The Broker") is the 8th Elusive Target and appeared in the mission The Showstopper.

Howard Moxon is an international antiquities trader who specializes in selling priceless art to finance various terrorist organizations. He is currently involved in the sale of the Ivory White, a type of filigree egg that has been previously looted during the Second World War.
He can be found roaming around the bar's terrace and in the three lions fountain throughout the mission. He also wears a pin depicting the flag of the French Republic on his left lapel.
Howard is quite patriotic, singing the first verse of "Rule, Britannia!", and constantly expresses a disdain for Norway and its people as a result of his client being late. He also enjoys wordplay and limericks, and tries to end his texts with a pun. As he passes through the palace's catwalk area, he will tie his shoes and rants about his nanny named Beatrice, about not teaching him on how to properly tie shoelaces. While standing outside, he may complain on the phone to another person, and reveal the location of the Ivory White. During the mission, he also attempts to call Sergei Larin, but is unable to reach him, suggesting that the hit on Sergei occurs at roughly the same time.
He is protected by an undercover guard that follows him, disguised as a civilian during the mission.

- The Ivory White is an artifact that looks similar to an Imperial Filigree Egg.
- A bug allowed players to begin the re-activation on February 15th, 2018.
- His mission was based during the Sanguine Fashion Show, which did not last even for a day before it ended due to the deaths of Viktor Novikov and Dalia Margolis. To have been killed during this time, he would have had to been a target during The Showstopper mission.
- One unexplained change from the original Showstopper mission is the fact that a dining room on the first floor has had four security cameras added to it. The room itself contains nothing of value; the designers may have originally intended to house the Ivory White here before ultimately deciding on placing it upstairs.
