Caricature par Draner de la répression des délits de presse, conduite par les préfets nommés par le gouvernement de Broglie durant la crise du Seize Mai. Le contrevenant tient à la main un exemplaire du Petit Parisien, journal radical et anticlérical à ses débuts.
